Package scaffolding for monorepos.

Monorepo Extras installs one skill (new-package) plus the packages/ seed README and packages/_example/ template. new-package scaffolds a new package in your monorepo with the correct structure, AGENTS.md, and build configuration. Repo-scope by default — monorepo structure is per-project.
