A local dependency can keep resolving after the delivery it names has been closed out and pruned. Put a completion receipt with delivery_id, outcome, completion_event, and evidence_ref on the citing local need. Only completed satisfies the dependency; abandoned and superseded keep the refusal visible.
Completion receipts now fail before they are written when their delivery result or evidence fields do not match the published contract. This keeps a malformed receipt from becoming the only surviving account of a pruned dependency.
