Sending your work-loop telemetry no longer needs `agentbundle` installed to build the command. jsonl-otlp-export reads [telemetry] from your repository and your user agentbundle-layout.toml itself, through its own --config and --user-config, so anything that can run a command can start an export — a hook included. Where you put your settings, and the rule that a repository value wins setting by setting, have not changed.
